In May 2017, the City of Seal Beach partnered with DIXON to transform its parking program. Recognizing the need for comprehensive updates and lacking dedicated parking management staff, the City engaged DIXON as an Interim Parking Manager to implement innovative technology solutions, improve operational efficiency, and refine policies.

DIXON’s expertise enabled Seal Beach to modernize its parking operations, from overhauling paid parking technology to streamlining permit processes and introducing advanced enforcement tools. A paid parking pilot program ensured the adoption of optimal solutions, and DIXON’s coordinated efforts led to the City Council approving key technology recommendations.

Key Deliverables and Achievements:

  • Technology Integration: Facilitated a seamless end-to-end integration of parking vendors, transitioning the City to virtual parking permits and a license plate-based management system.
  • Policy Updates: Updated municipal code language to reflect new enforcement practices, technologies, and refined regulations, including a detailed legal redline version of proposed changes.
  • Resident-Friendly Solutions: Streamlined the residential permit renewal process, enabling online proof of residency submissions. In 2019, nearly all residential permits were processed online, earning overwhelmingly positive feedback.
  • Recognition for Innovation: Seal Beach received the 2019 "Innovative Use of Technology" Award from Parking Today for its advancements in parking management.
  • Data-Driven Insights: Developed monthly occupancy reports and heat maps using LPR data, monitoring trends and providing ongoing financial reporting to optimize parking strategies.
  • Coastal Development Support: Assisted in securing a Coastal Development Permit to adjust beach parking lot rates and extend paid parking hours, supported by a comprehensive regional rate comparison and data collection.
  • Community Engagement: Conducted outreach to ensure public understanding and acceptance of parking updates while providing continued support as the City’s Interim Parking Manager.
  • Enhanced Signage: Designed a signage enhancement plan for beachfront parking lots, improving wayfinding and simplifying regulations for visitors.

DIXON’s ongoing support has helped Seal Beach achieve a cutting-edge parking program that prioritizes innovation, community needs, and operational efficiency.
