Modernizing Downtown Parking for a Growing City

As part of a major downtown revitalization effort, the City of San Leandro partnered with DIXON to implement its Downtown Parking Management Plan and transform how parking is managed citywide. Since 2017, DIXON has worked in close collaboration with City departments and executive leadership to deliver a forward-thinking, technology-driven approach that improves parking access, enforcement, and program oversight.
The work began with strategic upgrades, including the rollout of smart parking technologies and a streamlined enforcement system powered by automated license plate recognition (LPR). These foundational improvements earned San Leandro the 2018 Public Parking Program of the Year award from the California Public Parking Association (CPPA).
Building on that success, DIXON has continued to support the City through tailored permit programs, policy updates, and dynamic data tools. Key milestones include the creation of an updated Downtown Parking Management Plan, expanded paid parking, and ongoing program assessments and revenue forecasting to guide future growth.
DIXON’s ongoing partnership with San Leandro continues to shape a more efficient, adaptable, and accessible parking environment that supports the City’s long-term downtown development goals.
