PMIS Replacement Project, Policy Updates, and Residential Parking Strategy

The City of Boulder retained DIXON in June 2023 to support the replacement of its Parking Management Information System (PMIS) and provide strategic updates to municipal codes and policies. These efforts aim to streamline parking operations, improve user experiences, and prepare the City for future program developments. Additionally, DIXON developed a comprehensive Residential Parking Plan to modernize Boulder’s Neighborhood Permit Parking (NPP) Program, addressing neighborhood-specific challenges and the impacts of new development.

Key Deliverables and Achievements:

  • Operational Needs Assessment: Conducted on-site meetings with staff and stakeholders to identify Boulder’s unique parking challenges, goals, and priorities.
  • Comprehensive Program Evaluation: Reviewed all aspects of the City’s permit parking programs, including residential, commuter, surface lot, and special use permits, as well as revenue processing for special events.
  • Peer Cities Analysis: Delivered a detailed report comparing Boulder’s parking systems to similar cities, offering recommendations based on industry best practices and insights from peer interviews.
  • PMIS Solicitation Support: Assisted with developing the solicitation scope of work, objectives, and performance requirements for a competitive vendor selection process.
  • Procurement and Implementation Management: Supported the City through proposal evaluations, vendor interviews, and project management to ensure a smooth implementation of the selected PMIS.
  • Parking Action Plan: Created a roadmap with actionable steps for policy adjustments, designed to align with the City’s PMIS implementation and long-term parking goals.
  • Policy and Code Updates: Modernized municipal codes to support both current parking programs and long-term development initiatives.
  • Neighborhood Permit Parking Strategy: Developed a toolkit and strategy plan to optimize the management of existing NPP zones while addressing challenges related to redevelopment and neighborhood-specific parking needs.

By integrating advanced parking technologies, updating policies, and enhancing neighborhood parking strategies, DIXON is helping Boulder achieve its vision for a seamless, sustainable, and user-friendly parking system.
