PIE 2016 Featured Speakers Announced!

The Parking Industry Exhibition reaches out to dozens of experts in all areas of the Parking World. These are consultants, vendors, senior parking managers in cities and universities as well as parking operators and parking facility developers. We asked them to participate, we did not simply put out a “call for papers.” It’s much more difficult to develop a program this way, but it means that you will receive the best information from the finest sources available.

Graham is the Director, Operations and Maintenance at Curtin University in Perth Western Australia.  He has worked with parking for 8 years and instigated the change from permit to pay-as-you-go parking.  He has been a member of the Board of management of Parking Australia since 2010, and was recently elected to the Board of the Tertiary Education Facilities Management Association for Australia and New Zealand.  His role at Curtin has varied many times over his 25 years and is now responsible for: security, maintenance; cleaning; waste and recycling; grounds and gardens; place activation; transport; and—of course—parking.

Roxanna Bryant

Barbara Chance, PHD

Spaghetti Technology: The Good, The Bad and The Ugly.

Barbara J. Chance is the President and CEO of CHANCE Management Advisors, Inc. (CMA) of Philadelphia.   CMA provides parking and transportation consulting to municipalities, colleges and universities, medical centers, special event venues and other public and private owners of parking and transportation functions.  The firm has worked in over 30 states in the U.S. as well as in Canada, Lebanon, and Kuwait.  (It just goes to show that parking can take you a lot of places!)

Dr. Chance holds a B.A. and an M.A. from Kansas State University, and a Ph.D. from the University of Nebraska at Lincoln.  She was a professor at the University of Texas at Austin, teaching courses in advanced transportation studies, urbanization, city planning, and public policy.  She also served on the faculty of the Council for Advanced Transportation Studies and was an appointed Planning Commissioner for the City of Austin.

In Philadelphia, she was employed as the first Director of On-Street Parking and was responsible for combining the functions from 13 City departments into the On-Street Bureau.  Her responsibilities were to develop, implement, and manage a new program to consolidate all on-street parking functions and manage a staff of 250.  She organized nine operating branches, including parking ticket processing, parking enforcement, parking meter operations, regulations and signs, residential permit parking, and a city-wide communications system.

Later she founded CMA to provide consulting services.  She was selected as the International Parking Institute’s Parking Professional of the Year in 2011, and she is a Founding Leadership Board member of Women in Parking.  She has served on the IPI Board of Directors and currently is a member of the Advisory Council and several committees. She has taught the Parking Management session of the Certified Administrator of Public Parking Program (CAPP) since its inception.

 

Joe Ciccarelli

Joe Ciccarelli is an Associate Consultant where he currently provides support for multiple projects. Joe is also managing the DIXON internship program in coordination with a number of local universities. Dr. Gerald (Bob) Harkins, EDD

Bob Harkins became the Associate  Vice President for Campus Safety and Security on September 1, 2005.  He coordinates the activities of Emergency Preparedness, Environmental Health and Safety, Fire Prevention Services, Parking and Transportation Services, and The University of Texas Police Department.  Bob enriches our community with over 12 years of extensive knowledge in leading the campus safety and security programs of two major universities.

Prior to assuming his current position, Bob spent 27 years in the Army, retiring as a colonel.  Over the course of his military career he was awarded two Silver Stars for valor and two Purple Hearts.  Throughout his career he has had a variety of assignments focusing on campus safety and security.  Bob earned his doctorate in education from Pittsburgh University in 1998.  He continuously plans the steps toward making The University of Texas at Austin the safest campus in the nation by leading the Safety and Security Committee and reaching out to students, faculty and staff to create a safety-minded community.

 

Mike Harley

Prior to SMC, Mike served twenty years as President/COO of Payless Car Rental, Payless Car Sales and Payless Parking. Tom Hartley

Tom Hartley is the Executive Director of Parking & Transportation at Florida International University. Tom provides overall leadership and direction to the Department of Parking & Transportation, Vehicle Services and the Office of University Sustainability. His responsibilities include: Developing new strategic business practices to maximize existing parking facilities usage.  Providing operational expansion, revenue creation, as well as stewardship of resources. Ensuring alignment of departmental goals with overall University strategy. Preparing recurring financial reports for the Office of Business and Finance as well as Board meetings and other Executive forums and meetings.  Tom serves as the Chair of the University’s Parking & Transportation Advisory Committee and makes recommendations to other units in response to current and future demands.

Mitchell Karon, CAPP, is executive director of the New Brunswick Parking Authority (NBPA). Mr. Karon joined the NBPA in 1996 as comptroller and has been executive director since 2000. As executive director, Mr. Karon interacts with stakeholders and developers regarding parking issues and needs, and evaluates the feasibility of parking projects and management agreements. Mr. Karon has overseen the conception, planning and construction of 4 mixed use parking garages within New Brunswick. He is president of the board of directors for the New Jersey Parking Association, is an active member of the International Parking Institute, and serves as chairman of the Residential Permit Parking Committee and chairman of the New Brunswick Traffic Commission. Mike King

Parking Technology and Infrastructure Manager for the City of Sacramento, CA

Auditing – Parking Revenue Security for Cities and Municipalities

Mike King is the Parking Technology and Infrastructure Manager for the City of Sacramento, CA, responsible for the procurement, deployment, and operations of the technology and facilities for the City’s on- and off-street parking.

Recently, he completed a procurement of a comprehensive Parking Access and Revenue Control System (PARCS) to serve nine parking garages (five owned by the City), to be deployed during the summer of 2016.  He has also acquired a City-wide License Plate Recognition System, over 5,000 parking meters, a mobile payment system, and payment machines to control the City’s on-street parking assets.

Prior to Sacramento, Mike was Serco’s Program Manager for SFpark, a federally funded project to reduce congestion by using technology and policy changes to make it easier for drivers to find parking.  For SFpark, he led procurement and vendor management for over $50M in products and services, including parking meters/pay stations, parking occupancy sensors, traffic flow sensors, marketing and communications services, software development, IT hardware and software, and consulting services.

Mike has over 19 years’ experience designing and implementing enterprise IT systems with data interchange, and has significant subject matter expertise with parking technology and management and public safety IT.  He consulted to a major online service during its Internet deployment, and is the Technical Manager for Herdict, a crowd-sourced platform for identifying web blockages.

 

Blake Laufer

Big Data… How to turn a Buzzword into a Benefit

Blake is a technology nerd who has worked for more than 20 years to apply new technologies to the parking business.  He is currently the VP of Research at T2 Systems where he investigates new technologies and he attempts (sometimes successfully) to adapt them to parking.  Blake has been a regular speaker at parking conferences and has authored numerous parking technology articles for trade magazines including Parking Today, and was featured in the inaugural issue of Parking Technology Today.  In 2006 Blake was the recipient of the “Ed Keate Award” for outstanding contribution to the advancement of knowledge in the parking industry, in 2008 Blake received his CAPP certification, and is a long-time member of the IPI Technology Committee.

Tim Maloney has spent 18 years as a commercial operator most recently as executive vice president for Propark America.  Maloney has been an early adopter of new technology trends in the parking industry.  After realizing the potential of mobile/web payments/reservations from overseeing national operations with Propark he saw the opportunity to help mold the space from a parking operators perspective.  In 2015 he went to work for SpotHero, the United States leading parking app, as head of sales where he oversees sales and operations for the company.

 

Arnold (Gabriel) Mendez

Arnold (Gabe) Mendez has been with ASU’s Parking and Transit Services since June 2008. In 2013, Gabe’s duties expanded to include transportation demand management, project management and strategic support for department programs and initiatives.

Gabe is active within the parking industry at the regional and national levels and served as the SWPTA president in 2008. He has also served on IPI committees since 2007, serving on the State and Regional, Conference Program and Sustainability committees.

 

Robert Milner, MS, CAPP

Robert Milner presently serves as Director of Parking Operations at the University of Maryland, Baltimore.  He has been at the University since 1997 but has been directly involved in the parking industry for over 25 years.  Robert has held senior level executive positions within two of the nation’s leading parking organizations.

He is a current committee member of the IPI Safety & Security Committee and a Past Co-Chair of the IPI CAPP Committee. He also served on the IPI Board of Advisors and IPI Strategic Long Range Planning Committee. He is also a current member of the Temecula Parking Group whose regional association members share a common passion for the parking industry and a commitment to elevate its professionalism.

Robert is a certified Customer Service trainer for IPI and a First Observer Trainer for the Transportation Security Administration (TSA).  He holds various certificates from the National Incident Management System (NIMS) and Department of Homeland Security (FEMA).  However, among his favorite certificates are those earned through the Disney Institute Training Program.  These include Disney’s Leadership Excellence and People Management, Disney’s Approach to Business Excellence and Disney’s Approach to Quality Service for Healthcare Professionals.

Mr. Milner gives partial credit for his accomplishments to working well with people, lessons learned throughout life experiences, extended sports experiences, and his “out in the field” approach to parking.

Phil Silver

Phil is director of business development for Urban Insights, responsible for managing industry engagement around the firm’s consulting services and technology offerings. He brings nearly 25 years’ experience of new market development in both the public and private sectors, and speaks regularly on developing new multi-modal urban mobility models that combine traveler convenience with real-time predictive demand management tools for operators and authorities.

At Urban Insights, he is working to empower organizations to identify desired outcomes and then use advanced business analytics to gather, comprehend and act on previously disaggregated data to achieve outcomes that enable data-informed insights for improving operations, reducing cost and better serving the needs of urban travelers.

Patrick Smith is an Associate Consultant for DIXON Resources Unlimited.  In 2014, he received his M.A., Applied Sociology with a focus in statistics and quantitative methodology.  His background provides a significant contribution to the both qualitative and quantitative perspectives and knowledge to our parking consulting projects.  Since entering the parking industry Patrick has developed a widespread knowledge of current parking related technologies. Steffen Turoff

As Walker’s Director of Planning Studies for the West Coast market, Steffen focuses on parking policy and planning in commercial districts and large-scale, mixed-use development. He is a member of Walker’s internal Municipal Task Force, whose members research the parking issues faced by cities. Steffen’s projects typically deal with the relationship between parking policy and related issues such as economic development, real estate finance, transportation alternatives and “smart growth.” He also works on studies for mixed-use developments, universities, airports and other land uses as well.

Steffen has a Master’s Degree in Urban Planning from UCLA, where he studied with parking expert Professor Donald Shoup. Subsequently Steffen was a planning analyst at Gilmore Associates in Los Angeles, the development firm that championed the City’s Adaptive Reuse Ordinance, which allows for the conversion of historic buildings into multifamily uses. The firm is credited with sparking the significant residential renaissance in Los Angeles’ Historic Core neighborhood and the broader Downtown area.

 

John Van Horn

John Van Horn is founder, editor and publisher of Parking Today Magazine. His background prior to his 17 years with PT was nearly 20 years in the parking business marketing parking revenue control equipment. Richie brings over 15 years of transportation, logistics, and operations experience to the DIXON team. He served for four years as the Program Manager for the Los Angeles Department of Transportation (LADOT) Parking Meter Collections contract, covering a 500 square mile collection area including 36,000 single space and 250 multi-space parking meters. He managed the day-to-day operations and was heavily involved in optimizing routes, which led to a significant reduction in operating costs for LADOT.  Richie left Los Angeles in 2013 to work as a senior manager on a statewide Virginia Department of Transportation (VDOT) Intelligent Transportation Systems (ITS) contract. He began as the statewide manager for Supply Chain and Subcontracts.  Richie was promoted to the position of Deputy Regional Manager for VDOT Central Region. He was responsible for a Traffic Operations Center, Safety Service Patrol operation and all ITS maintenance for the region. This 24/7 operation is vital to motorists traveling up the I-95 corridor or within the central Virginia area.
