Elliott Holt joins DIXON as a Senior Associate, with over 20 years of municipal parking experience with the City of Sausalito in the San Francisco Bay Area. He holds a bachelor’s degree in Biology from San Francisco State University, but his passion and expertise are in municipal parking management. While at the City of Sausalito, Elliott worked his way through every classification level, from facility and equipment maintenance up to and including program administration. Elliott has qualifications across a diverse and broad range of skill sets.
Elliott managed parking operations for the City of Sausalito, a small tourist town just north of the Golden Gate Bridge that sees more than a million visitors each year. There he developed expertise in parking supply and demand management, congestion pricing and rate structures, data collection and analysis, budget preparation and revenue forecasting, solicitation and procurements, stakeholder engagement, and public presentation.
In Sausalito, Elliott developed the City’s current demand-based parking rate model, which utilizes data-driven policies to determine the market rate for parking fees, balancing increases in turnover, reduction in congestion, equity, and affordability. At DIXON, Elliott is primarily tasked with proposal writing but he is already leveraging his experience by directly assisting clients and applying his hard-earned know-how to provide creative solutions to unique challenges.
