JULIE DIXON
Principal Consultant
Julie Dixon is the President and Founder of DIXON, a woman-owned business, focused on providing parking consulting services to municipalities. Julie began her career as a parking enforcement officer and has since been responsible for establishing policies, defining objectives and delivering on initiatives for municipal agencies for over 30 years. She was recognized as the 2020 Parking Today Parking Person of the Year and she was also selected as a 2020 Women in Parking Impact Award Finalist.
EMILY KWATINETZ
Principal Planner
Emily Kwatinetz is a Principal Planner and an elected PIPTA Board member. She has supported projects ranging from parking and mobility studies to parking program implementations. Through operational audits, ordinance updates, specification developments, and vendor management, she demonstrates a track record of comprehensive support for a variety of municipalities, earning her recognition as one of the National Parking Association’s “40 Under 40”. Emily received the Emerging Leader of the Year award from the International Parking and Mobility Institute (IPMI) in 2024.
VANESSA SOLESBEE
Principal Planner
Vanessa Solesbee, CAPP, CCTM joined the DIXON team as a Principal Planner in late 2023. Vanessa is a valuable addition to our team, and she has over 15 years of experience as both a municipal parking professional and as a parking consultant. While working for the Town of Estes Park (CO), Vanessa managed the Town’s parking, transit, and fleet services and was directly responsible for building the Town’s Parking & Transit Division from the ground up. Vanessa currently serves on the International Parking & Mobility Institute’s (IPMI) Certified Administrator of Public Parking (CAPP) Certification Board and co-chairs the Colorado Association of Transit Agency’s Zero Emission Vehicle Committee.
BEN VERDUGO
Principal Planner
Ben Verdugo is a Principal Planner, joining DIXON after years of managing mobility and parking projects for the City of San Diego. Ben has implemented numerous mobility and parking projects focused on curb-space management, maximizing parking supply, managing parking demand, and the development of multi-modal initiatives.  Ben earned a Master of City Planning from San Diego State University and has extensive experience in project management, budget development, and stakeholder engagement.
PETER MACDONALD
Director of Operations
Peter MacDonald is the Director of Operations for DIXON with nearly 20 years of parking and mobility experience. His expertise in implementation, operations, contracting, project management, and technology was gained through working with numerous agencies across North America. Peter’s passion lies in helping colleagues and clients implement and operate programs optimized for their specific communities.
CAMERON CLARK
Senior Associate
Cameron Clark is a Senior Associate at Dixon Resources Unlimited with expertise in parking data collection and analysis. Throughout his career, he has directly managed hundreds of parking and mobility studies, and he currently leads all of DIXON’s data-related projects. Cameron also manages the operations and development of DIXON’s Rapid License Plate Recognition (LPR) Tool, which utilizes mobile LPR data to produce parking occupancy, turnover, and coverage analysis. Cameron was inducted into the National Parking Association’s “40 Under 40” class of 2022.
ELLIOTT HOLT
Senior Associate
Elliott Holt joins DIXON as a Senior Associate, with over 20 years of municipal parking experience with the City of Sausalito in the San Francisco Bay Area. He holds a bachelor’s degree in Biology from San Francisco State University, but his passion and expertise are in municipal parking management. While at the City of Sausalito, Elliott worked his way through every classification level, from facility and equipment maintenance up to and including program administration. Elliott has qualifications across a diverse and broad range of skill sets.
ALLISON VON EBERS
Senior Associate
Allison von Ebers is a Senior Associate with expertise in municipal parking operations. Allison supports cities with specification development and vendor implementation support, operational assessments, policy updates, stakeholder outreach, and parking studies. Her experience working with complex parking systems allows her to create and implement effective parking policies and operations. Her dedication to her clients, diligence, and overall project management approach has earned her prestigious recognition as one of NPA’s “40 Under 40” Class of 2021!
JENNIFER LIU
Associate
Jennifer Liu is an Associate Consultant for Dixon Resources Unlimited. She brings a global lens to industry discussions, having received her Bachelor of Business Administration and Communication Studies in Canada, worked in the world of electric mobility in Europe, and most recently pursued further urban planning studies at UC Berkeley. She’s passionate about improving multi-modal mobility and primarily supports agencies across the country with operational assessments, community engagement, and parking technology solicitation and implementation projects.
BEN TUAZON
Data Analyst
Ben Tuazon is a Data Analyst for DIXON with extensive experience in BI and GIS software development. Ben was quickly promoted to the Data Analyst role after demonstrating his rapid growth and expertise in developing new BI and GIS tools that have made significant impacts on all our data driven projects, increasing the capabilities DIXON provides and improving quality and efficiency. Ben is an excellent creative problem solver and there seems to be no end to the solutions he can deliver. Ben earned a B.A from Western Washington University and was awarded Magna Cum Laude. 
ALEX GAYTE
Associate
Alex Gayte is an Associate with several years of experience in transportation development. He has led teams that collected and contextualized meaningful transportation data for clients and stakeholders as well as created action plans to ensure customers reached their strategic and financial objectives while building and maintaining strong client relationships. With a degree in GIS and experience as a transportation professional, Alex brings extensive project management, business development, and data analysis experience to the DIXON team.
CHISA NAGAI
Associate
Chisa Nagai joined DIXON in 2022 as an Intern while she was a student at UC Santa Barbara where she received a B.S. degree in Environmental Studies. She is now an Associate and working on both the planning and data teams. Having grown up in Tokyo, Japan, Chisa is passionate about mobility and transportation in the urban context. As a member of both the Data and Planning Team, Chisa provides GIS support and data analysis for a wide range of projects while also drafting planning related documents and supporting community outreach efforts.
ANANDA ALEMAN
Business Operations Manager
Ananda Aleman is the Business Operations Manager with extensive experience supporting complex parking technology projects. In addition to managing DIXON daily operations, her manufacturing, inventory control, purchasing and financial reporting expertise provides a tremendous resource to our clients. Ananda was recently inducted into the National Parking Association’s “40 Under 40” class of 2020.
