Kevin previously worked for Los Angeles Metropolitan Transportation Authority as the Metro Vanpool Program manager, one of largest such programs in the country. While at San Francisco Municipal Transportation Agency, Kevin led implementation of the high profile SFpark program. He co-authored a comprehensive study of Public Private Partnerships in California for the California Department of Transportation. He also was one of the editors of Don Shoup’s seminal work, the High Cost of Free Parking. He holds a Bachelor of Arts in Economics from Occidental College and a Master of Arts in Urban Planning from the University of California, Los Angeles.
